Job Summary:
Purpose of the Role:
MIhr is seeking an experienced Project Manager (PM) to deliver Reducing Corruption through Social Monitoring (RCSM) / UNDP Funded ACTION Project in Kabul province.
Project Manager is responsible to set up the UNDP funded Afghanistan Anti-Corruption, Transparency, Integrity & Openness (ACTION) Project and oversee the project Activities, read out all the documents of the project and have comprehensive understanding of the term and conditions, and the particular roles and responsibilities of the partner/stakeholders.
PM will be responsible for team up to 68 staff and field networks, delivering assigned project to time and budget toward the achievement of intendent results.
The selected project manager will have strong technical understanding of humanitarian response, and will implement project in line with core Humanitarian Standard and MIhr policies and procedures.
Duties and Responsibilities:
The Project Manager is responsible for, but not limited to, the following work areas and duties.
Project Planning:
- Prepare Monthly, Quarterly and annual plan according to the project proposal
- Revise the plans whenever required
Project Implementation
- Oversee all project activities and be the main contact person for the donor and the field staff
- Lead and motivate the project team and monitor project activities and project expenditure and coordinate work with consultants and volunteers in the project
- Ensures close collaboration and coordination with cooperating partners to guarantee smooth implementation of activities and achievement of results as specified in grant agreements.
- Responsible for project implementation according to the defined project proposal
- Develop and revise the project action plans
- Provide necessary orientation for the project team and ensure team spirit
- Coordinate the project activities with related stakeholders at community and city level
- Provide regular field visit and coordinate the project activities at field level
- Organize and participate in monthly staff meetings
- Make sure the project team have their individual plan according to the project plan
- Participate in regional coordination meetings
Project Monitoring, Evaluation and Reporting:
- Responsible to develop M&E tools for the project and seek validation by initial line manager
- Provide regular field visits to the communities and ensure the project activities are smoothly running
- Ensure that qualitative and quantities data is collected by the project to response the communities’ defined project’s logical framework
- Work closely with the M&E Officer in preparing monthly, quarterly and annual project reports
- Provide support, collect and consolidate monthly reports from the team and submit monthly progress reports to the donor
- Responsible for submitting activity reports, meeting minutes and financial reports on regular basis to the donor.
- Participate in quarterly review meetings update rest of the program team about his/her individual project
- Make sure sue of different tools of the project
- Any other reports requested from UNDP ACTION project
Financial and Procurement Management:
- Support the drafting of new project budget and revision of on-going projects
- Monitor program budget and financial expenditures and make sure that project spending is aligned with MIhr /UNDP financial procedures.
- Make sure that all financial and procurement process is according to approved check list
- Report the financial division, overspending and understanding to relevant program staff
- Suggest budget revision of project base on need.
Other Responsibilities:
- Attend and participate in training, meetings identified/organized by the program director
- Report any violations of the HAEO Mandatory Reporting Policy. The reporting of violation is an obligation on the part of all staff members.
- Assist where necessary in undertaking activities that aim to prevent the accordance of sexual abuse and exploitation of beneficiaries by HAEO and other humanitarian workers.
- Perform any other duties assigned by the HAEO/UNDP Supervisor
Job Requirements:
Master’s or Bachelor’s Degree in Management or Equivalent
Three to Five years of Experience in Relevant Field
Demonstrated Understanding or Project Management Principles
Demonstrated Ability to Write Clear and Concise Reports
Excellent Communication and Negotiation Skills, and Listening
Understanding of Risk Informed Management Approaches
Willing to Take Responsibility for Assigned Responsibilities and Performance of Whole Team
Excellent Pashto, Dari and English
Evidence of a Highly Development Computer Literacy
Committed and Honest in His/her Work
Ability to Provide Technical Supervision, Motivate and Train Project Staff and Networks Members.
